Can you smoke outside of a movie theater? (i'm in Texas if it matters)

Are the police allowed to ask to see if you have an ID (to see if you're underage)? If they are, what happens if you DON'T show them your ID? Can they arrest you or something?

However, there are some places where people SHOULDN'T smoke just out of courtesy to others! In front of a theater is one of those places. They should have pity on non-smokers that don't want to breathe in their crap.
